there was no penetration, however, i'm afraid he ejaculated under my clothes, so i'm afraid to be pregnant

If you are a virgin (no penetration), then you are not pregnant.
Conception requires delivery of sperm to a suitable location inside the womb. Sperm on the outside of your body or on your clothing is wasted seed. It will never fertilize your egg(s).

Either you are very young or very inexperienced.
Why did he do that? He got sexually excited and this was as far as he could go. It sounds like he got excited enough to have sex, but for whatever reason knew that he could not. At least not with you at that time.
It is not good or bad. It does seem to be normal. If the two of you do not believe in sex before marriage, then perhaps you could experiment with other forms of physical contact. Just be very, very careful
