It already is, by international treaty, it's just that heathen countries like Japan and Russia refuse to sign and abide by this treaty, because they still think there is some profit to be made in such an inhumane commercial venture.
It's really sad that, in a country that is mostly Buddhist, the heathens would still eat the meat of a possibly sentient creature!
I guess, with the sad state the Russian nation is in today, THEY'D eat ANYTHING!
The saddest thing of the entire matter, and the main reason the Treaty was inaugurated in the first place, is that there are NO products created from whale butchery that can't be produced more easily and cheaply by other means.
I believe the hunting of whales is the most barbarian activity in the world today, except, possibly, human slavery!
I believe whaling ships should be hunted down and sunk outright by the military as the murderers they are! (Which would be an excellent exercise for our Navy, to boot!)

i'm somewhat an animal activist, and that i hate looking and any inhumane treatment of animals. I beleive whale looking must be banned for everytone apart from the inuit. it rather is a substantial food source for the close by people of the artic. The inuit do no longer over kill, or hunt for earnings. They hunt whales for survival, and use the coolest purchase of the creature. they're the only ones that would desire to be able to seek whales.

I see many whales in the run of a year more than years ago and wonder if its just a bunch like PeTa and Greenpeace who earn millions of $dollars$ a year mouthing off about bans.Then on the other hand no one wants to see the slaughter of years ago.An over abundance of whales and seals can in a few years left alone wipe out the food chain.

Because the whales, and I am referring to many (but not all) species of whales, now face extinction if this trend of whale-hunting continues. The whale hunters actually shoot themselves in the foot by continuing this practice.

Many species are depleted and hunting them continues to reduce the size of the gene pool available. Smaller gene pool= less chance to survive for many reasons. If an illness strikes, the species could be lost forever.
Japan hunts whales for "research", but it's not. There's no reason to go to Antarctica and kill HUNDREDS for "research" when a few should do.

There are a range of arguments against whaling. For one, at the peak era of whaling a century ago, many species of whales were hunted to near extinction. Most populations of whales are still rare because of this, and even those that are recovering are still in danger. Because the whale's reproductive cycle is so slow and because they don't have many young over the course of their lives, it takes many generations to repair the damage of whaling.

There's also the morality issue, which relates to the perception that whales are intelligent and sentient beings. Studies have shown that whales may well be as intelligent as humans and may feel pain, fear and emotions as deeply as we do. Which makes whaling tantamount to murder.

The Japanese justify whaling as being part of scientific research to study the animals and to judge whether whaling is sustainable (which is a very strange approach -- kill things to find out whether we should kill them). The problem is, the by-products of this research -- the whale meat -- quickly finds itself onto the market as food, which makes it look suspiciously as if the research is just a facade to satisfy the nation's hunger for whale meat.

Basically three reasons. First, because it takes a LONG time to recover from near extinction. They haven't had nearly enoug time to recover yet. Second, their brain to body weight ratio is actually HIGHER than that of man. They may well be MORE intelligent than us! Third, there is no good economic reason to resume hunting. We have better synthetic oils, and feeding whale meet to dogs and cats is a repulsively bad use for them!
