i believe a race with 17 or more runners places to 4th

Only 3. It needs to be a 16+ runner handicap before they pay out on 4 places. Check with your bookmaker though as some of them are offering specials for Cheltenham.

I'm on the two 4 year old fillies in the Bumper - Fiddling Again and One Gulp. Nice big prices for each way betting!

since its a bumper race and not a handicap
it's only the first 3 places at 1/5 the odds a place
to get 4th place it as to be a handicap with 16 runners or more at 1/4 odds
