First, about the incorrect supposition in your question: girls do not ALWAYS go to the ladies' room together. When they do go with another girl, it is because their goal was NOT simply to utilize the facilities afforded them in the ladies' room, but, because the ladies' room gives them a place to go where they feel safe in discussing the men in their lives.
And don't even try to pretend that men don't do it, too, just not nearly as often, probably because tend not to be nearly as open with their fears as women can be.

I'm a woman and I've never understood or done this either, so don't feel bad... Maybe they feel the need to gossip there or borrow each other's make-up or something, not into either of these two things myself.

They use it as a chance to gossip. Some women are constantly repairing their makeup, esp. lipstick, too. Personally I don't like it when someone wants to follow me to the loo...I'm a big girl, I can manage.
