Use Norton protected Recycle Bin.
Norton SystemWorks contains a feature called the Norton Protected Recycle Bin, which resides within the Microsoft Windows Recycler directory. The Norton Protected Recycle Bin includes a directory called NProtect, which is hidden from Windows APIs. Files in the directory might not be scanned during scheduled or manual virus scans. This could potentially provide a location for an attacker to hide a malicious file on a computer.
The NProtect directory is used to store temporary copies of files that the user has deleted or modified. This feature supplements the Windows Recycle Bin, creating a temporary backup of certain types of files that the Windows Recycle Bin does not back up. The Norton Protected Recycle Bin allows the user to recover these protected files if they are accidentally deleted.

You can't, unless you have very expensive data recovery software, once removed from the bin it has gone.
Even with data recovery software the file has gone if you have overwritten any part of it since emptying your bin.
PS - Ignore anyone telling you to download software to recover it. That will only be useful for future problems, downloading stuff now will almost certainly overwrite the file you want to get back

s u can provided u didnt override the address space say u deleted files in c drive and u copied a big file to c drive after the deletion then it would be difficult to recover else its easy..there a lot of recovery software do google..
C'mon guys dont frighten the guy i have recovered from formated hard disks and repartioned drive itself getting from bin is easy..

After you give restore it will remain in the same file(directory) from which you deleted the file or If you deleted the shortcut in the desktop it will come back to the desktop.

YOU WILL SEE A POP UP SCREEN
CLICK ON OPEN
WINDOWS WILL DISPLAY FILES IN THE BIN
CLICK ON THE FILE YOU WANT TO RECOVER
PRESS ON RESTORE KEY. WHICH IS IN THE MENU.

You can get it back if you use an undelete utility, preferrably immediately after losing the file.
Such utilities are available, some of them free too, on the internet.

not very easily. try and find a decent undelete or recover program on the internet and dont save any files until it is recovered.

u can download it and recover the file
but dont save anything untill u recover it
