Love is a strong affection for another arising out of kinship or personal ties or affection based on admiration, benevolence, or common interest, attraction based on sexual desire, worm attachment, enthusiasm, or devotion.

In view of the above, we find that love on one hand is a natural, distinctive feeling. On the other hand it is a feeling motivated by sex, admiration, common interest, or devotion.

Based on the above, it becomes obvious that love whether felt naturally or motivated by external force, it is always accompanied by responsibility.

We do not say: “I lover you” and that is the end of it. We have to act on it with understanding, patience, sacrifice, tolerance, forgiveness, etc.

Well, Everything is cooked in the mind, including our emotions, but since it had become customary to assign the HEART as a seat for emotions and feelings in attempt to separate emotion from logical thinking, I would say YES love comes from the heart; actually the deepest depth of the heart.

Yes, true love is something people should be able to see in your actions or attitude around a certian person. You should feel special not say special things. It's easy to tell someone you love them but to acutally love someone is a feeling inside.
