Should not this be TITHES

C. Commanded by Moses (Lev. 27:30-32)

D. Committed by Nehemiah (Neh. 10:37-39; 13:10-12).

E. Charged by Malachi (Mal. 3:8-10)

F. Commended by Jesus (Matt. 23:23)

It starts at the very beginning of creation. Though the bible doesn't comment on Adam paying Tithes (But I am sure it really started with him). It does tell us that Cain and Abel were skilled in two different jobs. Cain tilled the land and produced fruit and vegetables and Abel reared Sheep. The both had to bring their FIRSTFRUITS of their labour to God has a sacrifice; this in essence was their Tithe to God. This they did to recognise that God is the provider and 10 percent of their labour (earnings) belonged to God. Cain's tithe (fruit and vegetables) weren't pleasing to God, not because he preferred meat but because Cain robbed God of his Tithe by not giving his entire 10 percent, while Abel did. But in conclusion, the first person to give tithe was Adam, because remember Cain and Abel could have only learnt and known this from the teachings of their father.

If you are referring to tithes, I believe that would be Abraham.
