What exactly are you trying to do? How would you convert DTMF to FSK? FSK in Baudot code or what? I've never heard of anyone converting touchtone signaling to frequency shift keying. Not knowing what the application is, I think you could make something work with a sound card interface. Others have had no problems writing modules which encode and decode DTMF signaling, and the same goes for FSK and I've seen speeds up to 9k6 using a sound card interface although I can't imagine any touchtone signalling requiring that high of a bit rate.
