Regular attendance cannot be enforced, but it can be encouraged by stipulating that those who regularly attend will be allowed to regularly serve. All services should start on time, regardless of the number in attendance. Starting on time encourages showing up on time. Rules of behavior should be strictly enforced, and unruly people should be put out and told not to come back until they make the decision that they will behave. this is a big problem in family services where children and teenagers are present, particularly if they come without a supervising adult, as is the usual case if they are bussed in. the devil is a busy critter and he come to church every Sunday. His chief reason in being there is to disrupt the service. Enforcement of rules helps to disrupt him because he hates rules.

Churches are communities of people who gather together for a specific purpose. When people gather, there are rules which help the group keep order. The Catholic Church has the rule: "To assist at Mass on all Sundays and Holy Days of Obligation." Assist means to participate. Many people do; many just keep the pews warm and keep quiet. The Church tries to encourage more active participation. It is up to the individuals to want to and to realize why they are there.

Discipline by church elders is very important, when warranted. But I don't think regularity of attendance is one of those issues. We go to church to worship, not to be counted or seen.
Discipline is reserved primarily for continuation of sin, but could include lack of respect (like skimpy, sexy attire), disruption of service by talking, etc.

I don't think so. Going to church is a voluntary action. It is part of our service to God. If you think there is no full attendance not, try implementing discipline. People will run for the doors.
