"addicted to drugs" usually means a physical addiction, craving and physical withdraws when not taken. As with nicotine , people crave to smoke not for lung cancer but to soothe the craving for the drug. Many people do take drugs to cover up some emotional issue (depression, ow self esteem, disorders0 but get physically addicted and are stuck with both.

You start taking drugs in order to feel good. When you're addicted, you're taking them NOT to feel BAD. It's physically unpleasant (nausea, pain) to go without a drug you're hooked on.

My last vice is coffee; if I don't get it, I get massive headaches. So, I'm addicted. Fortunately it's legal and widely available.
