Flour is organic so if you mean to add it to the soil it would eventually break down and be used by the plant as food. Like all organic matter it would improve soil structure and water holding capacity and improve plant growth over all. Flour would a kind of odd choice of organic matter to add to the soil and a very expensive one as well. I am a little curious as to why you asked this question. I hope this helps you some.
