I thought puppy dogs are sweet. Why would a woman use that label for a man?

When a woman says a man is "sweet" she's not saying it as a put down. It's a compliment because she thinks he's done something thoughtful and kind. She's not lowering herself by telling a man he's sweet, she's trying to compliment his sincerity and thoughtfulness.

Simply because it's an endearing statement you say to someone who shows their affection through a bunch of different ways...Ex: Buying you flowers, having your car washed, cooking dinner and having it ready when you get home from a long day at work. Basically all the really cool things people do for each other to show affection, without sex involved. Has nothing to do with animals. By the way...puppy dogs are CUTE, not sweet.

Word usage and meanings change with time. Older people tend to use the word sweet synomously with the word kind.
For instance if a man holds open a door for a woman she migh say "That is very sweet of you". If a man did several sweet or kind things she woud say "He was very sweet".
Now the the term sweet is often used as another term for gay,
for instance "He's kind of sweet".

It's just a way of saying , hey guy, you are loving or something like that. But most of the time, a woman only calls a man 'sweet' if she wants something from him..

It just means that he is nice. In the South (of the USA), if a girl is attractive, some people might say, "She's as cute as a Speckled puppy!" Terms are used differently depending on where you live. They are called colloquialisms. (expressions or words local to certain areas)
