Do the first look to see what is avaliable to them technically and work out what else is needed and design that, or start afresh?. For instance, building a bridge such as the one designed by the Norman Foster Group in France.

Well.. they look at the problem and see what COULD be done. They make an initial design, they test it. If the design fails in any way, they redesign. They redesign and redesing and redesign... until the model they came up with meets all teh criteria needed to work out.

They make other designs and test those, they redesign until it works then they choose the most economical (usually)

depends. most of the time when asked if it can be done, we assess the problem. So we check if it can be done technically. Then we build models, run tests and see if they run on the computer and if they do then build and test again. thats when the problems occur and we stare at the ceiling all day

In general, engineers build on what was done before. But it really depends one what the problem is in the first place.
