Of course they are all different. Different cultures have different rules and styles when it comes to billiards. I would say the biggest difference is that English pool is played in England and American Pool is played in the U.S. You can learn and adapt to play either one anywhere though.
Now eightball on the otherhand is a pockets billiard game unique in itself. So of course it is different compared to other games such as snooker, nine-ball, one-pocket, straight pool, etc.

I know that english pool is better, it requires more skill as the balls are smaller and the pockets arent as wide. In eight ball you have to nominate every pocket you pot a ball in and failure to do this is classed as a foul.
Also generally english pool is played with yellow and red balls and american/eight ball is played with spots and stripes.

english pool is 8ball, which is played with 7 yellow 7 red and a black ball, the winner is who ever pots all thier colour balls and the black, the game is played on a 7foot by 3.5 foot table.
american pool or 9ball pool is played with 9 number balls which must be potted in order, the winner is whoever pots the 9ball, this is played on a 9foot by 4.5 foot with massice pockets.
u may have meant snooker by english pool which is played on a 12foot by 6 foot table with 15red balls a yellow, green, brown, blue, pink and black, in that order red been worth 1point black worth 8, the winner is who ever scores the most points. the pockets are tiny.
or you may have meant break pool which is played on the same table as 8ball with 15 reds a blue, green and black, the winner is whoever scores the most points.

no 2 shots or 2shot carry in american pool, u name ur pocket, its not a fowl if you miss, if you fluke a ball its not a fowl and the ball stays down but your oponent returns to the table, you must nominate every shot for whatever pocket, depending on what area rules your playing to after your oponent fowls you can place the cueball anywhere instead of 2 shots
