You can either petition for her as a fiance by filing the I-129F which leads to the K-1 fiance visa, or you can get married and file the I-130 which leads to the immigrant visa, or you can also file the I-129F (after USCIS sends you a receipt for the I-130), which leads to the K-3 spouse visa.

The first thing you need to do is fly there and meet her in person.

No, she can't come here. Tourist visas are next to impossible for the average Filipino to get. Don't believe me? Let her try to get one.

Next, after you met her in person, file a I-129F with the CIS. Include all the supporting documentation. This is a petition for a fiancee visa for her.

You absolutely do NOT need a lawyer.

In six to nine months the US embassy will send her a packet of forms and tasks to accomplish. Once she's finished she'll submit it all back to the embassy. When the embassy is ready they'll set an appointment for her to have an interview with a US consular officer. If she passes the interview she'll get a visa.

Expect to spend about $1,000 plus the cost of your trip $2,000 on a tight budget but $2,500 is more realistic) and her ticket ($700) to the United States.

Its not going to be easy..I think you need an advice of a lawyer as it may be look upon by American officials as an arranged marriage,being she is from the Philippines !
Perhaps you should marry her in the Philippines, have her fly back to America on a tourist visa and work out the next step when your home !

if you want to marry her in the USA ask her to come there as tourist! then she can file for a green card!
