well, there are quite a number of things, but i'll outline a few:
are they ready to take up responsibilities?
do they have enough pocket money saved up for dinner, drinks, movies, at least enough for two?
are they emotionally equipped to handle a breakup without a nervous breakdown?
are they willing to share their guy/girl with their bestfriends? Teens hardly have a sense of deep commitment and are apt to try out new avenues...
Are their grades in order?
Are they willing to have a sexless relationship? young teens should be very weary about indulging in sexual relationships as the risk of stds, pregnancy, etc has a very high price...
They are still so much more to consider..a relationship involves a lot emotional strain on both parties..are they willing to pay the price..in full?

The teens need to think that education comes first. With a good education, they can get good jobs. With good jobs they can afford a wife and a family. So there should not be any hurry to get married or finding girlfriends as things may change.

Are they ready to face all the not so fun side issues of a physical relationship ie. STDs , pregnancy etc. ?
Guess they need to understand their own boundaries and limits and not get pressured into doing something they're not comfortable doing.
