It is a bored thing to start of with and then it becomes like obsessive compulsive.
If your dog is doing this it needs help to get it out of the behaviour if it is relentless. It can drive a dog mad seriously. It often happens alot in cattle dogs and we have had to remove tails because the problem got that bad.
That is pretty drastic though. Generally some behaviour medication and some obedience training and environment stimulation gets them out of the habit

Well that silly thing is just out of reach, it just swings back and forth, tempting its owner... So the dog decides, today is the day I catch that thing!..... And, there goes the spining. Some catch it on their own, some need help, and some don't stand a chance.
We've taught my youngest puppy to chase her tail, she picked up on it pretty fast and she thinks its loads of fun, especially when we are all cheering her on.. When she realizes she has an audience she will just keep going round and round.

Usually boredom. If your dog is doing it often, he or she is bored and needs more interaction with their humans. Pay more attention to your dog with walks, playtime, etc.
