YES, killing is OK by the bible despite Thou shall not kill.
The commandment is said in the general sense. However in particular, there are cases which become the exception of the general rule. Example:
1. Killing in self-defense.
2. Killing in a war against brutal invasion force
3. Killing unintentionally; non-premeditated killing
4. Killing for feeds; animals.
5. Killing beings which are the cause for diseases and sicknesses.
A whisper: Is this a question meant for mockery, or you are serious?

You think the Bible advocates unwarranted murder? Or do you think that all 'killing' is equal? What about killing germs or bacteria? What about killing to fend off a brutal invasion force? Are those the moral equivalent of murdering your wife for the insurance money?

There is a difference between premeditated murder, self-defense, and war. If you read the scriptures, you would clearly know what it implies.
