You mean a psychotic disorder? Paranoia is a non-specific symptom. It can be present in a number of illnesses. The person needs to see a doctor to receive a specific diagnosis.

Could be a few different things based on the circumstances.
Delusional Disorder
Paranoia
or a type of personality disorder
The treatment would be dependent on the diagnosis, and you would have to consult a mental health professional for both.
