Urban Growth&decline....need help!?

Explain to me please..(urban growth&decline)?
I'm learning about urban growth & decline and the response by individual is to:
-write letter
-petitions
-peaceful dempnstrations
-use the media
-join a group

yeah, so i dont really get these points
i know just one that is join a group by volunteering somwthing like that..but others i dont really get it can someone explain to me please...

Alright, so, Urban Growth verses Urban Decline. This is a situation that sociologists have been writing about for hundreds of years.

-write letter

Write letters to local and state politicians describing the current needs of the urban area in question.
Write letters to local businesses and 1) encourage them to stay in the urban area, or 2)encourage them to MOVE to the urban area.

-petitions

Petitions are a powerful voice of the people. Get enough people to comit to a cause with their name on a list and you have bargaining power in which to sway local government and businesses.

-peaceful demonstrations

This is all part of getting the word out. People need to know there is a problem before they can do something to fix it. A peaceful demonstration, complete with information flyers and signs highlighting your needs will accomplish this.

-use the media

The media can also be a powerful tool to get information into the public's mind. Contact local radio and TV stations, write letters to the editor of your local newspaper and so on.

-join a group

There are several "urban growth" or "urban renewal" organizations that work on a local, state, and national level. Joining one of these organizations will help publicize your cause as well as giving you much needed resources and manpower.
