what would be the requirements and procedures for me to secure that gate pass

You are going to have to talk to the gate personnel. This is nothing anyone here would know...

Welcomers are not usually allowed inside the Carousel Area. You have to stay at the Waiting Area to meet your husband. Advise your husband to be careful with Immigration and Customs personnel.
