Can I still obtain the necessary degree for becoming an Electrical Engineer if I attend a Community College first and then transfer to a 4 yr college and if the community college doesnt offer electrical engineering courses but only pre engineering or other related courses???

Going directly to 4 years college would be better.
I graduated from the college with 93 credits, only 19 creadits are said equivalant to the EE program.Therefore, I lost time in the "community college"

YES. My sugestion is try to get your AA (on ANYTHING). So that when you tranfer you do not have to meet the GE requirements. It helps you concentrate in your core courses and also looks great in a resume (specially if is something that could be related to Electrical Engineering like a computer type Associates)

ofcourse u can do that, i did that i went to a comm college for 2 years then transfered to a 4 year college and got my masters in buissness, its a good idea to go to comm college first this way u can same money by taking classes way cheaper
