I guess it could be flirting (it's a well-known fact that lots of women have foot fetishes) but I've honestly never heard someone say that....seems a little weird to me.

It absolutely means he has sex on his mind. I would be very cautious. If he is this open now, God knows what he will say or do after you start dating a few times. My gut says he is too cocky. And I am a guy.
