What happens to our pettitions about civic irregularities to the bureaucrats? do we have law???

The nuisance makers why they are protected by the Ward officers,the local police station,the union leaders?Can an individual can go and create dirt in someone elses home?like in your locality some one else encroach your footpath with the help of goondas and dadas where to raise our voice against their irregularities? Can't we have the right to protect our footpaths? Why the strpped Telas are roving around and cause inconvienience to the traffic,local citizens,Can't the police impound that telas and rip the wheels open and use the top for charity institutions? Is the goverment aware that they are loosing crores of rupees because of these elements?these people do whatever they want by palmgreasing respective government servants and most of the notorious activities are creation of these people !!!!Common man is is nothing but a filling of like sandwich between the system and his / her survival!!!even if he want to create awarness he is numbed down by the bureaucrats?Why?Oh mumbai?
