how do i divide a circle using normal hand tools into even and odd parts?

i want to divide a circle into 20 eual parts what should i do moreover if i want to divide it into any equal or unequal no of parts what to do. i presently need to cut 11 and 20 holes .please help

There is no general geometrical method for sectioning an angle into an arbitrary number of equal sections.
