It's difficult. Because these guys do it on the sly. On buses, trains or crowded areas. Not many people notice the act. Then you don't know what to do because it might embarrass the woman in question more if people knew. So they guy gets away.
Follow the guy and trip him down the stairs.

an even better question is: "how can one handle a woman harassing a man?" Think about it - there are no laws to protect men, and if a man respond in any way, he's perceived as an ogre or a predator, and some big lummox comes out of the woodwork and asks the woman if she wants him to teach the man a lesson he'll never forget.

It's hard, my partner is going through this.
You have to go through HR and have someone come in and mediate and if he doesnt stop leave. This is assuming its at work which I dont know. The government can help you here.
