Maybe answer him with . . . " Well if you're going to be my guy (something funny) ". Put it right back on him and (as the phrase goes) . . . " Sheet or get off the pot ".
Or answer with . . . " Well, any guy that will be privileged to have me as his girl had better step up...because I've got plans to make and people to see".
Ask if he's ever heard the song "She used to be my girl" . . . Give him something to think about.

By him saying "If you're gonna be my girl..." sounds to me like he is feeling out how you feel about him. He is phrasing the question so he won't feel too rejected if you don't like him. If he is flirting, then flirt back or ask him flat out, "So, when am I gonna BE your girl?"
