I would say that he definitely likes you. Guys don't typically pay very much attention to girls they don't like, and will not play little games with them such as that. I would be willing to bet on this one I am so sure of it. If you really like him, let him know and see what happens. I doubt you two will not be friends if he doesn't like you like that, and you will have neither gained or lost anything, so give it a try.

If a guy likes a woman, he will consistently locate an excuse to be round her; to be in some sort of actual touch together with her; or, he will merely tell her. i recognize that's what I did (when I overcame my over-inflated ego, have been given my head out of my *** and advised the girl I enjoyed her)

Just because a guy likes you is no reason why you must respond back. In dating, it is the girl who decides whether or not to let the relationship continue. If you don't feel comfortable to have a relationship, don't encourage him, and if he asks you, let him down gently. But make sure you are sure in your own reasons for why you don't want to go out with him. It's your choice.

Are you in high school or around that age? Cause if so then this is perfectly normal and I would say that he probably does like you, he just doesn't know how to show it. Have fun, but please don't take anything at this stage too seriously, relationships at this point should be light-hearted and more learning experiences than anything else.
