Does "gordita" mean ugly? What does it mean when one calls a thin person this?

The meaning is fatty or a bit overweight for a female person. But it doesn't mean ugly - it's not necessarily a bad thing to say.
In some places it's just a pet name, an endearment term such as honey or sweetheart. It's even used for people who are not overweight at all. That of course depends on the context, who says it, the way it's said, etc.
But if it was used as a pet name for a thin person, it may perfectly be a good thing.

Gordita means chubby. If addressed to a thin person, it is meant either to tease or to insult depending on the relationship between the speaker and the person spoken to, and also on the tone when the word is uttered.

Its probably used as irony.
If you called a skinny person "Pudgy", it would be an ironic pet name.

It means chubby, not ugly.
