You shouldn't damage it at all because that could get you in serious trouble. You shouldn't even put vaseline on the undersides of their door handles or steal their valve stem covers, and you particularly shouldn't loosen any valve stems to produce a slow leak. What you shouldn't do depends mostly on what resources tempt you. For example, if you're a trapper and carry around that skunk scent that's made to cover up human scent on traps that can be bought in outdoor stores or on the net, it should not be squirted down the vent slots at the base of the windshield. The same goes for musk scent even though it's a bit more vague. But we're lucky because most of us don't carry with us in the car the resources needed to make trouble. Not even rubber cement and a sliver of emery cloth, and usually not even brake fluid. You have to keep in mind that if you do something and are caught, you're going to wind up with a police record at the very least and possibly jail time if it causes an accident. Also bear in mind that many locations have security cameras, even if they might not think twice about somebody cleaning off their windshield or checking their tire pressure. I've even topped off my oil in a public lot or changed a headlight bulb and nobody bothered me. Then again, I wasn't doing anything wrong. I never topped off my brake or clutch reservoirs with brake fluid unless I was at home though, because I have a dollar store spritz bottle (the kind that adjusts from a spray to a stream) filled with rubbing alcohol diluted in water along with paper towels that I can grab to clean it off the paint if I spill. But I hope that I've been very clear that you shouldn't lower yourself to the level of the person who offended you. Even if you're absolutely certain that you wouldn't be caught doing something nasty, there is a rewarding feeling to know that you were able to take the high road. I think it's a shame that it's seen as a weakness rather than a strength, and I blame video games for that.

Please don't do it. Take the persons license plate down and report them for reckless driving. Make sure you note the place, date and time of day it occurred. You must be aware that there are blind spots and the person may have not seen you. Talking on the cell phone while driving is a very dangerous practice and I had some close calls with people like that too. Not all SUV Drivers are that incompetent. Good Luck.

A negligent driver could be charged with reckless imprudence since it is punishable under the Penal Law and damages could be claimed against him under the Civil Law.

You should bash in their back window.. that is the biggest ***** to replace. Don't bother cutting their brake lines since SUV drivers never use them.
Just don't do anything to any red Kia drivers. :)
Also, its so dumb that people are taking your question seriously.
