a Tear Gas Gun? I don't know what you're exactly referring to. If you are looking for a 37 or 40mm gas grenade launcher, there are several made. If you are referring to the pepper-ball (paintball-type) launcher, they are also available. However, I can't promise that the manufacturers will sell to non-law enforcement or military buyers. For a list of vendors, type in "chemical munitions law enforcement" into your search engine.
If you are looking just for pepper spray or similar, you can buy it at any gun shop and some local convenience stores. Some states have differing laws on the possession and carry of pepper spray. Good luck.
