Usually the next step would be a step the guy usually makes, but you can make him feel a lot better because you took the next step. Ask him what he is doing on Saturday or Sunday or Friday and if he wants to go see a movie with you with a couple of friends (guys might feel a little more confortable if you have friends there, guys can be a bit insecure) and if he does it usually means that he likes you back.

Try talking to him.
That way you will know if he's single, how interested he is in you etc.,
example- if you are in the same college, you could ask him to come with you to watch a college game together.
Maybe he's unsure too.
Its better to start some communication. Many a time, confusion is created coz of communication gap.

With shy guys, the best is not to intimidate them. Just get closer to him as a friend and once he feels more confident with you he might ask you on a date.
In case you become his friend but he doesnt ask you on a date, just pretend you need him to accompany you somewhere or tell him you've got free tickets for any show and ask him to go with you (It doesnt sound like date but technically it is)

Find out if he's shy. Get him alone and get friendly. Snugle up, talk, slowly ease into his personal space and relax there. he'll relax there too if he has an interest. If you are casual and easy about it he'll probably be pretty open if you are his type at all.
