Speed control means you can set the speed where you want to. Adjustable thing. Speed regulation means the speed is somehow sensed and kept where you want it. The difference is that you can just control the power to a motor and control the speed and not know what speed you have. In the field of "process control" a "speed controller" will usually allow you to set the speed you want, so it does both jobs. Needs a means to measure the speed, like some sort of tachometer. Common stuff.
