No one can make the choice to force themselves to believe. But if they can still worship God by seeking him, and abiding by the principles of giving love and respect to both God and their fellow man.
Through obedience one can learn to trust in the precepts given by God. As following the wisdom of the bible proves to protect you from bad choices and encourage wise decisions the trust builds leading you closer and closer and hopefully to a leap of faith.

Morality and religion (faith) are two separate, yet often intertwined issues. You can have morals that traditionally are tied to a belief in God without doing so. There's nothing wrong with "worshiping" good deeds and high moral values. It's actually a testament to one's character if they are very moral and good without expecting some sort of reward from a God figure for it. Doing good for the sake of doing good (and probably feeling good while doing it) is a great thing.
In the same vain, "religious" people, or "God believers" don't necessarily always posses those morals that one would associate with it. Since that's not the question, I won't go into it too much.

To worship God you must have a relationship to him.
So if someone doesnt even believe in him how can they worship him? You cant unknowingly believe in God.
