This might sound silly - but if you saw my lips you would know that I have to be an expert (they are huge) anyway.. My favorite thing to use is Bag Balm - its actually for cow utters and for really dry skin.. but I use it on my lips all the time - I just put it in a carmex jar and refill it all the time... Its non addictive, works as an awesome gloss and is super good for you! - It comes in a large green tin you can buy it at walmart in the pet isle or sometimes the baby isle. Its only like $5 or $6 and it will last you for years!!!!

Blistex is the best.
It is the only one I have ever found that actually works.
It works fast and will keep your lips from drying, ever, as long as you use it atleast once a day.
Get the kind in the tube. The stick version doesn't work as well. It is just like chapstick. It does very little.
If your lips are severely chapped, The blistex(medicated) will sting just slightly the first time you apply it.
After that, your lips will have already healed enough that it won't sting again.
Remember, it's the medicated Blistex in the squeezable tube.
It works miracles and will always keep your lips kissably smoothe.
I swear by it. I never use anything else anymore.
I have used all the products listed above my answer. They just can't compare with it.
As soon as you apply it to your lips, you'll see why. It feels so soothing. It is heaven.

Eucerin healing cream. Appropriate for lips as well as skin. Small tube at the drugstore runs about 5 dollars or less. It's a skin healer.

If you want to HEAL your lips, not only soothe, try CARMEX. you can feel the tingling sensation. I had a terrible cold sore on my lips last night, i applied some carmex, and woke up with perfectly smooth lips

I like L'Occitane's shea butter lip balm. A lot of malls have a L'Occitane store. Not sure how much it costs.

Chapstik
it's about 50 cents and you can buy it anywhere.
old fashioned, in style, affordable, works great.
no need to spend 5 bucks on some product they say is best.
chapstik is the way to go.
