As with so many things it depends what you mean by best.

For plinking I think a Webley Tempest or Hurricane is a fine choice, they are compact and handy and reasonably accurate.

A more powerful spring pistol would be the RWS 5G which is a reasonably ergonomic, powerful and accurate spring gun, but it is also bigger and heavier than the Webley guns.

My old favorite was the BSA Scorpion which was what you might call a full-size 22 air pistol.

So much for the toys.

For target shooting you are going to pay quite a bit for something like the Feinwerkbau P56 which will set you back something like $2000 but will shoot a tiny 177 group at 6 yards if you can do your part. The Steyr LP10 is another high end pre-charged target pistol that will cost you well over $1500. In both those cases that's assuming you can even get them in your country.

And finally there's the high end pre charged hunting pistols that will shoot a 22 at 1000fps like the Evanix which will set you back $475 before you buy the external air tank and any other equipment.

cheap price = cheap gun
more money= better gun
just general rule

i like the wather air pistols that model the p99 they shoot around 410 fps
and gamo are the best hands down for like small game hunting and back yard shooting
