Not necessarially. It's hard for people to admit that they like someone. Especially in front of other people. She could be shy.
Try asking her out in a more private way. She'll be more likely to say yes.

she could be denying it b/c she wanted to confront you herself or she may not be ready to tell you
these things can take a lot of time for some girls, try to give it sometime
