I'm sure he uses lotion regularly, but he should also put a deep conditioning oil on his hands at night (and wear gloves to seal in the moisture.) Those lotions that are too greasy to be worn during the day are perfect for this (including pure shea butter, which is my favorite.) He could even rub in pure olive oil if he doesn't want to bother with the fancy lotions.
During the day, I recommend gold bond's aloe or shea butter formulas. Neither are greasy, but they work very well.
Also, if he washes his hands a lot, he should change his soap. I found that I have much less of a problem (especially in the winter) if I buy olive-oil based, or shea-butter based hand soaps. Bath and Body Works has a wonderful line of shea-butter based antibacterial pump soaps. The olive-oil based stuff usually comes from department stores and/or the dept. store clearance places (Marshalls, Ross', TJ Maxx.) It's a little more expensive than your typical hand soap, but it definitely makes a big difference!
If his hands are cracked to the point of bleeding, he should look into using liquid bandage products (like nuskin.) It burns like anything when you put it on, but that's the antiseptic and it will protect the skin while it heals. It will stay on for a few days, even through hand-washing, although it does start to peel a bit.
And it may seem silly, but he probably also needs to drink more water.

RE:
My dad's hands are very very dry on the palms and crack and bleed, they are very itchy.?
For about the past 15 years his hands have been cracking and bleeding. The palms look like elephant skin. He is looking for any relief that he can get.

I'm a nurse and bees wax (it's a cream found in the herbal store) will help. He could also try plain Vaseline with gloves (beauty section at your local drug store) will work just as good. Wear the gloves at night with a lot of Vaseline (generic will work) on your hands. If you don't see an improvement let's say within two weeks see a dermatologist for something stronger but this should work. Take care and all the best.

What you have described sounds like keratoderma. This could be a disease by itself or part of eczema or psoriasis. Mositurizers containing urea may help. AmLactin is a cream available over the counter that has lactic acid 12% which may also provide some releif. If what he has is psoriasis, there are new treatments that are topical, oral or by injections which a dermatologist can prescribe, which can control this disease. (tachlanex, soriatane, raptiva, enbrel just to name a few). You should get him to go see a dermatologist about this condition.
Good Luck!
Your Friendly Dermatologist.

You should consider that he could have an infection. Repeated cracked, bleeding, and itchy skin can mean he has a fungus that won't go away. He should visit a doctor, this could be a chronic infection that was never addressed.

I have been browsing the internet more than 4 hours today seeking the answer to the same question, but I haven't found any interesting debate like this. It's pretty worth enough for me.

i know this guy that his hands are like gator skin. he can bend a beer cap backwards with just 2 fingers w/o any problems.
but for your dad, tell him to try some balm cream or any really good lotion. drown his hands in it at nite and put on some rubber gloves. he can also use vasaline. i know that he'll probley say "oh that's a girly thing", but tell him to try that at nite when his friends are'nt around to lol at him.
remember there's nothing like "DADDY'S HANDS".
hope this helps... oh ya, and the itching is probley just from the dry skin.
