why is it that every time i start up my laptop a window pops up that says "windows blocks programs that require permission to run windows"

If i'm not mistaken, the option can be seen on the control panel. Try finding that option in the windows firewall. Though this option is a little annoying, it helps protect you computer form hijackers. Also, it won't really do that much damage if you put the program in your exception list.

have you ever tried to disable those courses by the msconfig application. If no longer attempt this. click start up and then Run. in the run field style "msconfig" without the expenditures. this can open the equipment Configuration application, click the Startup tap. Now eliminate the examine mark from those courses that you don't need to load with homestead windows. once you've finished click follow and then ok. you'll now favor to restart you equipment.

i guess that means you need permission to run those files. try changing the settings for the files.
