No.... after a person has sincerely asked forgiveness from God, they ARE forgiven. Any doubt that is left is from satan.
Feeling forgiven is a feeling that can't be described. It's a feeling of being free. Literally like a huge weight has been lifted off your chest. (That's only if you felt the weight of guilt in the first place, which a Christian WOULD.) You still think about the fact that you did something wrong, and you regret it, but you give it to God knowing that you can never make it right, but He CAN.

To be forgiven starts with you. You must truly forgive yourself before God or anyone else can forgive you. The feeling of forgiveness is within ones self and not an external entitity. Once you have truly forgiven yourself, God will forgive you and the feeling of peace will overwhelm your mind and body. God loaned you a body and soul. If you damage, abuse or use this body and soul to bring wrong or hurt on others, you must be able to recognize this wrong before you can ask yourself to truly forgive yourself. By truly forgiving yourself, you are acknowledging the wrong done and accepting responsibility of the act and agree not to do it again. By this admittance, God will forgive you. God is not vengeful or does He punnish as some Religion would like you to beleive. Hurting, punnishing, or revenge are acts of evil and not acts of God. God is forever forgiving and only wants the best for mankind and all His living creatures.

No you do not go by feelings if you have repented of your sins according to God's word then you are forgiven.

Forgiveness is a free gift received by faith. It happens when we ask the Lord Jesus to forgive our sins. We are blessed, for he forgives our transgressions, covers our sins and imputes no sin unto us.
(Rom 4:7,8)
We often feel we ought to have earned it which is why we don't feel forgiven.
The key is to know beyond doubt that the second I say I'm sorry , the Father forgets and welcomes me back with open arms and my slate is clean. The peace of God comes in at this point.

It's called faith. Ask and you'll be forgiven, believe and it will be so, trust the Lord, and you'll know it in your heart. Trust like a child, and have the faith of a mustard seed.

No, don't go by your feelings, ever. Feelings are unreliable for guidance. If God says you are forgiven, then that's it, whether you feel it or not.
