You might need a prescribed cortisone cream at this stage. Benadryl helps with the itch but you could get a fungal infection from scratching too. Avoid pool water in future!

I put a thin layer of Vaseline on my face and other places that get irritated by the chlorine. So far so good and it stays put and doesn't wind up in the water!

Cleanse as best you can. You may actually have a chemical burn from the chlorine & need something else to sooth it.
For allergy try benadryl cream
For burn use aloe vera gel
