no actually she's better off, less trouble, less possibility of getting disease or getting into trouble
in many cultures it's absolutely normal and she has the rest of her life ahead of her she doesn't need a boyfriend who happens to be her age or a bit older and usually driven by hormones to do what isn't approved anyways or irresponsible . some girls get to be in all girls school and end up fine , get a normal social life later, eventually get married and have children.
no one should pressure any one into doing something they don't want and she shouldn't be forced by peer pressure just to choose any guy for a boyfriend , maybe her religion or customs don't allow it or keep it within limits for adults like chaperoned or limited to arranged marriages after meeting and agreement esp if of eastern descent muslim/arab/indian/asian or the parents are just plain strict and feel that most boys at her school have a record of being violent or don't want trouble for their daughter just yet.
i hope these girls feel that they don't need some other teenage boys as boyfriends to be happy or to be accomplished they can be as popular and as attractive ans as successfl as others just the way they are

I didn't get a boyfriend till I was 17. And you know what? I'm still with him 5 years later.

u just got ur first bf at 17? is that wat ur sayin? no itz not really that bad....u probably just havent found someone that u clicked with....some ppl date to just to date....but thats kinda dumb....u just waited till u found someone worth ur time...
