Yes, smoking does increase Blood pressure. It does this because nicotine is a stimulant which acts to increase the heart rate, and also constrict the vessels. So imagine more flow and smaller channel to run it in, this equals more pressure.
Like a garden hose, if you increase your rate (speed or amount of water being pushed out), and you tighen the hose (like say putting a narrowed tip of a spray nozzel) you have more pressure.

Sure does. My coach told a couple of guys I balled with to smoke a cigarette to raise their blood pressure, because they had low blood pressure.
