Indian English language?

Question

Does anyone know why I guy I know speaks normal English usually but then a sort of accented English with his family on the phone? Just wondering why that was.

My guess is that in India they speak English differently as though it is almost a different language.

My friend does this, it's I think just a matter of how used you are to using certain accents in certain contexts.
