i'd have to say beagle they are great with kids....
shelties can be shy....or overly hyper and try to herd children
don't know much about the charlie
and schnauzers can be ok with kids...
but the age of ur kids also depends..if they are older like over 10 a sheltie should be ok.

Well, I can't tell you which breed is best, but from my experience with Shetland Sheepdogs they are excellent with children and easily trainable. This isn't to say that the other breeds are less friendly though.

Of those four, the Cav or the Beagle. Shelties can be snappy around strangers, and Schnauzers can be nippy with kids. Not all Shelties and Schnauzers, but they're more likely to nip than a Beagle. I don't know a lot about Cavs, but I seem to remember the breed was a Companion from the beginning, so they should have good temperaments.

All those breeds are great dogs.
Although the beagle may be the easiest to adapt to strangers.
Like any dog it starts with the owner. All those dogs are not considered difficult to train, so with a little patience any of those dogs would be a great addition to your family.
Dogs are like people, if you don't socialize them they won't feel comfortable around strangers. Ask a breeder what the temperament of the litter is. You may want to know if the puppy is more on the energetic side, which is a good trait for a show dog vs a mellow side which may be better for a pet dog. Not saying that one is better than the other, but many people have less patience for a puppy with a lot of spunk.

Cavalier King Charles Spaniels. They are very friendly and love to cuddle. Beagle can be loud and sometimes impatient with children. Miniature schnauzers can also become impatient with young children. Shetland sheepdogs can be shy, yappy, and sometimes snappy. Cavalier King Charles Spaniels were originally bred as companion dogs, and are still companion dogs, but also excel at agility and obedience.

ANY dog can be great with children and strangers. (and even other animals!) It depends on how they are raised and trained.
With my own experience, here is my order, Beagle, Cavalier Spaniel, Sheltie, and schnauzer.

Beagle love to howl, if you have neighbors who will call the police, you may not want this breed.

Gosh, none of these I would particular choose as a good or great family dog. They all can be hard to train or more challenging I should say, if you're ready for it. But of the choices it would be the King Charles Spaniel.

I say beagle and Cavalier. Both are adorable, and can be socialized if introduced at a young age. If the kids are under 2 or 3, I would wait to get an inside dog. They kids tend to irritate the dog w/o knowing.

Sheltie or beagal. My cousins have a beagal and she can sing, and would make kids laugh. I haven't had any of the other dog breeds, but I have heard about the Sheltie, and i heaer they aren't very agressice, but I don't know for sure.
