it depends on your muscle to fat ratio. but most likely, you're not fat. if you dont like the way you look, work out its the best way to get a good body. the scale doesnt really mean anything anyway, since muscle weighs more than fat.

Weight and height can not accurately determine what is fat. The real question is why are you so insecure about your weight? Are you doing anything healthy to change your weight if you are concerned? Try going to the gym or just going for a walk around the block.

no not fat, depending on your muscle mass it could be a healthy weight for you. At most lose ten pounds with diet and exercise.
