Dont get down to their level like the person aobve said. Walk slowly up to the dog and go towards the front first before u pet it let it sniff your hand. When it goes to sniff your hand dont jerk it away becasue the dog could think your a danger to it and show aggression. Before u walk up to a dog take a cple deep breaths to calm your nerves because they can smell fear and they will assume there the alfa animal. Thats probably why dogs are getting mixed impressions of u becasue u are scared of them. But the top thing to do (i mentioned above) DO NOT PET THE DOG UNTILL IT SMELLS U IT MIGHT GO TO SMELL YOUR LEGS AND BODY WHEN IT DOES THAT DONT JUMP JUST LET IT SMELL U. u will know when it has "accepted" u just by its body language. If u would feel safer ask the owner to keep a tight hold on the leash wile your getting acquinted or if its not on a leash have the owner grab its collar. It helps if when u know that your going to come across a dog to grab a little treat of something to give to it. If u need to start with dogs that u feel are less threataning like small dogs.

Maybe, you should see if you can find someone who has young playful toy breed dog(s) with excellent temperaments that you would not fear.I would think something like a Japanese chin that is about 7-9 LB full grown and has a flat face. Flat faces are not very threatening and they can barley bit their food the eat morsels at a time. That breed is always happy too, it is always playing and kissing,especially when they are under a year old. See if you can visit and just sit with one dog for a while. Once you can handle that se if you can handle watching 2 play together. Eventually you will be less afraid of all dog if you keep watching dog behavior because through watching a small friendly smart toy breed play you will learn more about canine body language. And there is not way a Japanese chin can hurt you. Even if it went crazy a Chin could not physically hurt you. certainly even its tiny toenails if uncut couldn't do anywhere near what shaving can.
Of course something else you should be doing is trying to discover where this fear originated.

If you have a friend or family member who has a dog, ask them if you can spend some time with them and their dog. If you know someone who has a dog, when you see it, put your hand out below it's head and let it smell your hand. Never put your hand in front of above a dogs face because they get scared and feel threatened and some dogs might bite. Be very gentle and don't let it know that you are feeling nervous or scared. Spend time with the dog, and once it gets to know you he or she will feel more comfortable with you and will enjoy your company.
If you are walking down the street and you see someone walking a dog and they are coming towards you, don't cross the road to get away from them. The first couple times, just walk past them and you will realize that the dogs won't bite you. Most dogs are more concerned with the smells of the pavement and smells left behind from other dogs, than the other humans walking past them. When you feel more comfortable around dogs, and you see someone walking towards you with a dog, ask them if you can pet their dog. Do what I said above, and be gentle with the dog. Use your judgment and don't pet the dog if you think it will be aggressive. Some dogs get very excited and they might jump up on you, especially golden retrievers. They are not trying to attack, they are just very friendly and want to have fun.
Most dogs that are properly looked after and have a good owner, will not bite unless someone or something is trying to hurt it. Golden Retrivers and labradors are very friendly dogs, so try to get to know one of those dogs first. Good luck ... I hope this helps!

Dogs respond to the energy that you put out.
You should probably use desensitization to fix this problem. Start with a friend holding their dog on a leash securely. Walk up to the dog confidently and put your fingers under their nose. When they sniff you thats how they figure out you are okay, and who you are. Repeat this with other dogs and soon you will be able to approach them on your own. Never run at a dog or from a dog, or they might get the wrong idea (that you want to play or something)
Dogs arent born mean- people teach them to be mean so just know who the person is with the first couple of dogs and you know they would raise a dog correctly.
If you approach the dog like you are scared- you will scare or worry the dog and they will react accordingly. Dont be agressive be passive and confident. Staring them in the eyes is considered extremely agressive so when you walk up to them watch their body language instead and smile (dogs know the difference)
Never approach a dog and start petting them until they have smelled you and know who you are
If you are still nervous go play with puppies- they havent developed the fear of people and people havent had a chance to screw them up. They might be easier to start with.
Let the dog take a step towards you before jumping into the dogs space. If he wants to smell you and get to know you, you will know it.
Wagging tail is good-- Look for that too

Well the first thing you need to know is that the majority of dogs arent mean. There are a few ones though. When first meeting a dog you need to remain calm, dogs can sence fear. Stick one arm out and let the dog sniff you hand. if the dog then approches you further than you can pet it if it walks away then leave it alone. Always let the dog have the oppertunity to sniff you out!!

Don't stare at the dog just ignore it but keep it in your peripheral vision, over 90% of the time the dog will just go on but if it doesn’t then be ready for a fight. The best way to kill a dog is hold on tight to neck with one arm and stick your other hand down its throat as far as you can jam it and that will choke it to death. Don’t let go until it stops moving. But do this only if you can't get away and yes you will get bitten but its better than being killed.

You shouldn't be scared of dogs. If you want to fight your fear, find a dog that someone you know has or that you know is friendly (most golden retrievers are good to approach and are usually extremely friendly, but calm). Always first ask the owner if you can pet their dog, then put out your hand to let them sniff it. After that, put your hand down the side of their head to their neck. Never put your hand above their head to pet the top of their head. This scares some dogs and may trigger them to nip.

Don't pet dogs if you are afraid of them. You can become acquainted nicely with a dog without touching him. Humans like to touch. Don't stick your hand out. Also, sometimes fear is misinterpreted as aggression. Just try to carry a calm, positive energy.

You have to pay attention to their body language. If they are wagging their tail, they're usually happy. If they are crouched down they are probably scared and could possibly attack if they feel threatened. Move slowly and hold out your hand for them to sniff. Don't just walk up to a dog you don't know and try to pet it! Let it get comfortable around you first.

I use to have the same problem. Well, first you let the dog sniff you, then it will possibility lick you(disgusting at first but then I got use to it). My friend had dogs and every weekend we hang out I always play with the dog and eventually I got over my fear.
