The Congressional Medal of Honor is the military highest award and is only given on the rarest of occasions to individuals only, and only when the individual has performed superhuman feats of accomplishment. All the soldiers during WWII were very brave and risked their lives, but the award is reserved for only a rare few so that the award does not loose its meaning.

It takes a lot support information and someone to put them in for the commendation. This is the highest award out there and not handed out to freely. Every detail is checked and verified before the person is even considered for the CMH.

The majority are awarded posthumously so as you can see, it takes something that goes way above and beyond Heroic.

Records could have been lost, many eye witnesses have died (hundreds of our WW2 vets die every day). That's just for starters.
