The Police Department had guidelines for their officers when to talk to a person. Only during a custodial investigation under the presence of a lawyer can the police officers talk to a person regarding a case.

They can, yes, but it should be for a legitimate criminal justice reason. For example a Chief may tell an officer involved in a matter they he/she may not speak to witnesses or the like, particularly if it involved allegations of officer misconduct ant the person the Chief does not want to the officer to talk to is the complainant or witness. If a department tries to restrict an officers ability to talk to specific person for no legitimate reason, then that would certainly being an issue the officer may wish to speak to his/her union rep. A department may also restrict an officers ability to speak on behalf of the department to the press regarding an ongoing investigation.

Yes, if their commanding officer tells them that they are under court order to stay away from a person, and/or, if they are filing a suit against the department.

No, if that same person mentioned above commits a crime then he police officers are obligated to contact/enforce.

If it involves a case in progress or a law suit of course they can. Even if it doesn't, if the superior officers feel it is not in the department's best interest they can there also.
