From the UK to Ireland or vice versa there's no need for a pet passport. There's no rabies in either country.

When you take a dog to Dublin, you do not need a passport as long as you are a European Citizen. Your dog will need to be checked in (like luggage) but they will keep it in a heated part of the plane. No, your dog does not need a passport.

If you live in the UK you can take your dog to Ireland without a passport or any other health check, both countries are rabies free.
It would be difficult anyway to control animal movements from the north (UK) to the south (the republic).

as far as i'm aware, when a dog is brought into ireland, it goes into quarantine for six months.
